With reference to your letter of the 15th inst., I am directed by the Lords Commissioners of His Majesty's Treasury to acquaint you that you will inform the Secretary of State that the attention of My Lords was called yesterday, by the Officer in charge of the Treasury Chest at Hong Kong, to the refusal of the General Officer Commanding to receive communications on Colonial business except through the Military Secretary; and the Secretary of State will perceive from the enclosed copy of a letter which My Lords received from the War Office, that instructions on the point were about to be sent to the Commanding Officer at Hong Kong.
